Modified Conditional Cash Transfer
The Department of Social Welfare and Development employs a modified approach anchored on the goals of the Pantawid Pamilyang Pilipino Program in the hope of strengthening its coverage by targeting the most vulnerable and disadvantaged groups in the society. It is a modified approach designed to maximize the reach of the Conditional Cash Transfer Program for the purpose of helping families and children in difficult circumstances to overcome their situation and mainstream them into the regular CCT while generating appropriate resources and services in the community.
Target beneficiaries
Homeless Street Families (HSF) – families who live on the street/ occupy vacant areas not suitable for for human habitation and moving from one place to another.
Indigenous Peoples (IPs) in Geographically Isolated and Disadvantaged Areas (GIDA)
Families in Need of Special Protection
(FNSP) – identified victims of disasters or
armed conflicts who are temporarily placed in
evacuation centers or in transitory shelters.
Objectives of MCCT:
- Assist HSF in the transition from living in the
streets to a more decent dwelling unit - Facilitate access of HSF, IPs in GIDA and other
FNSP to health, education and other basic
social services - Zero deaths among infants and children, and
children under five years old - Zero deaths among pregnant women under
normal condition - Ensure all 3-5 years old children are availing
early childhood care and development
services - Ensure all 6-18 years old children in target
areas are in school - Ensure third-degree malnourished children
under five years of age are rehabilitated
Benefits granted by the MCCT:
MCCT provides cash grant and appropriate social welfare interventions to HSF, IPs in GIDA, and FNSP. It also provides partner-families with other support services or interventions which will facilitate their access to health and educational services until they are ready for mainstreaming in the regular CCT.
For Homeless Street Families, additional types of assistance are provided like house rental assistance, shelter improvement, and access to job and livelihood opportunities.
For IPs in GIDA, they are provided basic social services based on community needs including financial support to community-initiated projects for communal income-generating projects.o
